Job Title: Director of Technical Services, Grade 12

 

 

 Reports to: Permanent Secretary

 

 

 QUALIFICATION AND COMPETENCIES

 As the Head of Directorate, the Director of Technical Services is the Chief Technical Policy Adviser to the Honorable Minister and leads in the delivery of engineering, architectural and construction management services to the Government on all infrastructure projects. The Director of Technical Services defines a strategic roadmap that addresses the directorate’s work plan and the implementation of construction best practices.

 

 

Candidates must have a Master’s degree in Engineering or Management with a Bachelor’s degree in Civil Engineering or Architecture or related technical field.

 

Holder of Professional Engineering/Architectural accreditation and other professional designation would be an added advantage (For example Professional Engineer – P.Eng or Chartered Engineer – C.Eng. or Project Management Professional – PMP)

  • Good skills in Microsoft Office package, MS Project, and at least two engineering (civil engineering, architectural or Project Management) software programmers.
  • Personal flexibility and high motivation – Excellent communication and technical reporting skills.

EXPERIENCE

  • Candidates must have at least 10 years professional engineering/architectural/construction experience in the public or private sector.
  • Professional experience in the civil service or an equivalent experience in the private sector will be an advantage 

DUTIES AND RESPONSIBILITIES

  • Coordinates all activities of the Directorate in collaboration with the Office of the Permanent Secretary of the Ministry.
  • Responsible for the operations of the Directorate by directing and supervising a team of technical professionals during project implementation.
  • Advices the Permanent Secretary in the approving of procurements documents, contract negotiations/administration and asset maintenance.
  • Leads the process for technical policy formulation and implementation of regulations for Public Works and Infrastructure.
  • Reviews and advises on standards for the engineering, construction and maintenance of buildings, roads, bridges and other infrastructure.
  • Leads the process for development of technical and operational frameworks that would ensure effective, safe, efficient and adequate delivery of services in the construction industry.
  • Drives the formulation of best practices guidance around design development, architectural concepts, and performance and quality control systems.
  • Executing resource allocation to meet project objectives while achieving optimal utilization and quality
  • Oversees each project’s life cycle from conception to completion, with an emphasis on technical soundness and resource efficiency
  • Is responsible for the preparation of directorate budgets and work plans, and the setting up and monitoring of performance targets for staff who work directly under him/her.
  • Takes the lead in providing technical support services to other Government Departments and Agencies in building and public works sector.
  • He or she develops/implements capacity building plans for staff and ensures that they adhere to the ethics of the civil service and the engineering professional standards.
  • Works closely with all agencies under the Ministry for the implementation of construction projects being undertaken by the Government. 
  • Liaises with contractors to ensure financial prudence and adherence to timelines for scheduled work programs.
  • Advises the Permanent Secretary on all matters regarding the Public Works and Infrastructure.
  • The review and verification process of endorse all IPCs submitted to the Ministry before submission to the Permanent Secretary for approval.
  • Coordinates the deployment of staff to projects, recruitment, promotions, and staff development for the Directorate.

SALARY

  • The salary attached to the position is Grade 12 of the Government Integrated Pay Scale, i.e. D145,371 (One Hundred and Forty Five  Thousand, Three Hundred and Seventy One Dalasis) per annum
